Main Information

Traffic of buses (M2-M3), heavy vehicles (N1-N3) and their combinations as well as special road vehicles at A1–A18 primary roads is subjected to a particular road user charge.

Pursuant to Order No 3-97 of the Minister of Transport and Communications of the Republic of Lithuania the fact of payment of road user charges shall be confirmed by the use of a paper or an electronic vignette starting from 1 February 2018.

Only electronic vignettes are available from 21 August 2018. Paper vignettes will remain valid until the date indicated on vignettes and in accordance with the legal acts will be replaced by electronic vignettes throughout their entire duration.

Electronic vignette is an electronic entry in the National Traffic Information System that confirms the fact of payment of a road user charge. An electronic entry contains stored information about the date on which the vignette was purchased, the date of expiry (as to the accuracy of hours and minutes) and the vehicle‘s category and registration number.

There are four types of electronic vignettes: daily, weekly, monthly and yearly.

A road user shall set up the start date and time of an electronic vignette. An electronic vignette that is valid for a day (daily) expires after 24 hours counting from the start of the validity period of an electronic vignette; an electronic vignette that is valid for a week (weekly) expires after 7 days inclusive counting from the start of the validity period of an electronic vignette; an electronic vignette that is valid for a month (monthly) expires on the same day of the next month counting from the start of the validity period of an electronic vignette; an electronic vignette that is valid for one year (yearly) is valid for a period of 12 months counting from the start of the validity period of an electronic vignette.

Road users are responsible for the accuracy of the information provided at the time of purchasing an electronic vignette. Electronic vignettes are available on the website, at distribution points and via a mobile app.

Paper Vignette means a sticker containing two parts: 1) the main part and 2) the control coupon.

The main part of a paper vignette indicates year, month, day and validity period; the category of the vehicle and its logo, space (box) for the insertion of the vehicle‘s plate number; instructions for use in Lithuanian and English.

The control coupon indicates the year of validity, the exact period of validity (daily, weekly, monthly or yearly), category of the vehicle and its logo, and space (box) for the insertion of the vehicle‘s plate number.

A paper vignette shall be deemed valid providing that it is accurately filled in, marked, its main part is stuck on the inside of the windshield of the vehicle as required in the instructions for use, and accompanied with a control coupon.

The vehicle‘s plate number shall be clearly written in the provided box on both: the paper vignette and the control coupon.

When collecting a paper vignette, road users shall check its type, the category of the vehicle named in the vignette as well as the accuracy of the validity period. Road users shall be liable for the use of improper vignette or vignette of a wrong category, improperly marked or unmarked vignette, incorrectly filled or unfilled vignette as well as for failure to stick the main part of vignette to the windshield of the vehicle.
