Amendment, replacement of electronic vignettes and money refund

An electronic vignette can be amended, replaced or money paid for an electronic vignette can be refunded in the cases listed below. This requires an application and other necessary documents to be submitted (all documents in one letter) by sending an e-mail to lakd@lakd.lt and info@keliumokestis.lt.

1. Electronic vignettes can be amended:

1.1. after changing the vehicle‘s plate number;

1.2. when the vehicle for which an electronic vignette was purchased is irreversibly damaged during the road accident, in the event of natural disasters, fire;

1.3. when a mistake was made at the time of entering a plate number of the vehicle and/or the vehicle category and/or the emission class;

1.4. when the vehicle for which an electronic vignette was purchased has been stolen;

1.5. when the vehicle for which an electronic vignette was purchased has been sold;

2. Road users who want to amend an electronic vignette must send an application by e-mail to the Lithuanian Road Administration and the documents that are listed below attached thereto:

2.1. In case referred to in sub-item 1.1 of the Description:

2.1.1. the document certifying the fact of loss or change of the vehicle‘s plate number;

2.1.2. a copy of a new registration certificate of the vehicle;

2.1.3. a copy of the document confirming the fact of purchasing an electronic vignette;

2.2. In case referred to in sub-item 1.2 of the Description:

2.2.1. copies of the documents proving the fact that the vehicle for which an electronic vignette was purchased has incurred irreversible damage during a road accident, in the event of natural disasters, fire;

2.2.2. a copy of the registration certificate of the vehicle to which the transfer of an electronic vignette is requested;

2.2.3. a copy of the document confirming the fact of purchasing an electronic vignette;

2.3. In case referred to in sub-item 1.3 of the Description:

2.3.1. a copy of the document confirming the fact of purchasing an electronic vignette;

2.3.2. a copy of the registration certificate of the vehicle for which the applicant wanted to purchase an electronic vignette;

2.4. In case referred to in sub-item 1.4 of the Description:

2.4.1. a copy of the document confirming the fact of purchasing an electronic vignette;

2.4.2. the document issued by an insurance company or police on the investigation carried out of the road accident during which the vehicle for which an electronic vignette was purchased incurred damage;

2.4.3. a copy of the registration certificate of the vehicle if not lost during the road accident;

2.4.4. a copy of the registration certificate of the vehicle to which the transfer of an electronic vignette is requested;

2.5. In case referred to in sub-item 1.5 of the Description:

2.5.1. a copy of the vehicle‘s purchase-sale agreement;

2.5.2. a copy of the registration certificate of the vehicle for which an electronic vignette was purchased;

2.5.3. a copy of the registration certificate of the vehicle to which the transfer of an electronic vignette is requested;

2.5.4. a copy of the document confirming the fact of purchasing an electronic vignette.

3. In case referred to in sub-item 1.3 of the Description, an electronic vignette can be replaced only once throughout its entire duration.

4. In case referred to in sub-item 1.3 of the Description, the duration of the replaced electronic vignette shall not be extended and the money paid shall not be refunded.

5. In case referred to in sub-item 1.3 of the Description, the incorrect data of an electronic vignette are changed retroactively.

6. Daily electronic vignettes can be replaced only in case referred to in sub-item 1.3.

7. Electronic vignettes, with the exception of daily vignettes, are replaced during the period of their validity. The duration of the replaced electronic vignette is the same. Replacement of electronic vignettes is free of charge, which takes 3 working days from the moment of submitting the documents.

8. In the event the vehicle is deregistered from the Register of Road Vehicles of the Republic of Lithuania, a part of a road user charge paid for electronic vignettes that are valid for one year can be refunded to the vehicle user. The Lithuanian Road Administration is responsible for the calculation of the amount to be refunded at the request of the vehicle user and for the refund of a road user charge paid in excess to the vehicle user not later than within 30 calendar days.

9. In the event the vehicle is deregistered from the Register of Road Vehicles of the Republic of Lithuania, the vehicle user shall submit an application to the Lithuanian Road Administration for the refund of a part of a road user charge paid in excess. The applicant must also indicate his particulars and the number of the bank account to which money should be transferred, and must also enclose thereto the documents listed below:

9.1. a copy of the registration certificate of the vehicle;

9.2. a copy of the document confirming the fact of purchasing an electronic vignette;

9.3. the document confirming the fact that the vehicle was deregistered from the Register of Road Vehicles of the Republic of Lithuania.

10. The vehicle holder who has purchased a cheaper electronic vignette of a wrong category or a vignette corresponding to a wrong emission class can submit an application by e-mail to the Lithuanian Road Administration to replace the type of an electronic vignette by paying the difference in prices. In this case the road user should transfer a required amount to the bank account specified by the Lithuanian Road Administration and should submit an application and the documents listed below:

10.1. a copy of the registration certificate of the vehicle for which an electronic vignette was purchased.

10.2. a copy of the document confirming the fact of purchasing an electronic vignette;

10.3. a copy of the payment order showing the vehicle‘s plate number indicated under the payment purpose.

11. Having examined a request to change the type of an electronic vignette, a representative from the Lithuanian Road Administration shall within 3 working days amend the type of an electronic vignette and inform the road user by sending a notification by the e-mail address specified.

12. When a road user charge that has been paid is the same as required for the vehicle of that category, or higher, then a road user charge is deemed to be paid and no compensation is provided for in this case.

13. In cases where a road user purchases more than one electronic vignette of the same type and period for the same vehicle, and the road user applies to the Lithuanian Road Administration not later than after 24 hours, one of the electronic vignettes can be transferred to another period.

14.  An electronic vignette can be adjusted or cancelled, and the total amount equal to the value of an electronic vignette can be withdrawn at the distribution points within 1 hour of purchase of the electronic vignette. Such amendment can be made only at the distribution point where the vignette has been purchased.

15. The vignette‘s duration and the vehicle‘s plate number can be changed before the electronic vignette becomes effective.

Applicants who want to replace a paper vignette can send an application and the documents specified by registered mail or may arrive in the Lithuanian Road Administration under the Ministry of Transport and Communications. However, this requires registration by phone in advance: +370 5 232 9740, +370 5 232 9697, +370 5 232 9721.

Vignettes can be replaced in the following cases:

1. When the windscreen of the vehicle the main part of the vignette was applied to was broken or cracked.

To replace the vignette, road users shall submit a letter of application and the following documents to the Lithuanian Road Administration:

1) the vignette‘s control coupon;

2) a copy of the vehicle's registration certificate;

3) a receipt, an invoice or any other document certifying the acquisition of the vignette.

2. If the vehicle is damaged irreparably in case of a road accident or fire as well as in case of breakdown of the vehicle when its repair is inexpedient.

To replace the vignette, road users shall submit a letter of application and the following documents to the Lithuanian Road Administration:

1) the control coupon if it was not destroyed during the fire;

2) the document from the state company Regitra on the withdrawal of the vehicle from the Road Vehicle Register Database;

3) the document from a certified utilization company confirming the acceptance to utilize the vehicle;

4) a receipt, an invoice or any other document certifying the acquisition of the vignette.

3. In case of loss of the control coupon.

To replace the vignette, road users shall submit a letter of application and the following documents to the Lithuanian Road Administration:

1) the main part of the vignette that at least 3 of 7 numbers of the series and the letter are visible;

2) a copy of the vehicle's registration certificate;

3) a receipt, an invoice or any other document certifying the purchase of the vignette.

4. In case of theft of the vehicle.

To replace the vignette, road users shall submit a letter of application and the following documents to the Lithuanian Road Administration:

1) the control coupon if it was not lost during the accident;

2) the document from the police and (or) an insurance company on the investigation conducted;

3) a copy of the vehicle's registration certificate unless it was lost during an accident;

4) a receipt, an invoice or any other document certifying the purchase of the vignette.

5. In case of failure to write the vehicle‘s plate number on the vignette and/ or the vignette‘s control coupon correctly.

To replace the vignette, road users shall submit a letter of application and the following documents to the Lithuanian Road Administration:

1) the vignette;

2) a copy of the vehicle's registration certificate, for which an application to issue a vignette registration was submitted;

3) a receipt, an invoice or any other document certifying the purchase of the vignette.

6. In case of selling the vehicle.

To replace the vignette, road users shall submit a letter of application and the following documents to the Lithuanian Road Administration:

1) the vehicle‘s sale-purchase agreement;

2) the vignette‘s control coupon;

3) a receipt, an invoice or any other document certifying the purchase of the vignette.

In the case specified in Clause 5, a letter of application on the replacement of the vignette and other related documents shall be submitted by road users to the Lithuanian Road Administration not later than within 5 days from the day of purchasing of the vignette. The vignette to be replaced must be original, i.e. the control coupon shall not to be separated (torn) from the main part of the vignette or unstuck from the main part or otherwise technically damaged (except for the indication of the date of validity). The plate number to be replaced shall be entered on the vignette clearly, not more than once.

The vignette shall be replaced at the Lithuanian Road Administration during its validity term. The replaced vignette shall have the same validity term. In cases specified in Clauses 1 and 3, the replaced vignette is issued for the same vehicle, and in cases specified in Clauses 2, 4, 5 and 6, for another but of the same category vehicle. If the receipt of purchasing the vignette or the invoice, etc. is not submitted or the exact date of purchasing the vignette is not clear from the documents submitted, the beginning of the validity of the vignette shall be indicated from the first day of the month, as indicated in the coupon. Weekly and monthly vignettes are not replaceable in the case indicated in Clause 6, and in other cases, they are replaceable only when the receipt of the vignette purchase or invoice, etc. is submitted. When replacing the vignette no additional charges are paid.

When replacing the state number plates, the vignette remains valid despite the fact it indicates the old state plate number. During the inspection of the vehicle, the owner or user (driver) of the vehicle shall provide documents certifying that the plate number indicated in the vignette used to belong to the same vehicle.
